Manamela replaces former Minister Dr Nobuhle Nkabane who was axed on Monday.
Nkabane’s axing follows a public outcry after the appointment of Sector Coaching and Teaching Authorities (SETA) board chairpersons, which had been said to be politically associated individuals.
Nkabane later withdrew these appointments.
