spending for the remainder of the year by R45.5 billion following an uptick in revenue.<\/p>\n<p>In the Medium-Term Budget Policy Statement (MTBPS), Finance Minister Enoch Godongwana indicated that government revenues had surpassed earlier projections.<\/p>\n<p>The improved revenue outlook is primarily attributed to increased collections from corporate taxes, dividend taxes, and Value-Added Tax (VAT).<\/p>\n<p>\u201cGross tax revenue for this year has been revised upwards by R17.1 billion compared with the February estimate.\u201d<\/p>\n<p>\u201cA large portion of this improvement comes from higher commodity prices, and these gains are expected to decrease over the longer term.\u201d<\/p>\n<p>This increase in revenue has prompted the South African government to enhance spending in several key areas.<\/p>\n<p>\u201cThe additional revenue in 2026\/27 allows us to increase expenditure by R45.5 billion compared with our February statements,\u201d Godongwana noted.<\/p>\n<p>The spending increases encompass:<\/p>\n<ul class=\"wp-block-list\">\n<li>R6.2 billion for unforeseen and urgent needs, primarily for disaster relief and recovery efforts.<\/li>\n<li>R1.9 billion brought over from the previous fiscal year.<\/li>\n<li>R4.3 billion designated for self-funded projects.<\/li>\n<li>R823 million allocated to the South African Defence Force for troop deployment in support of police operations against gang crimes and illegal mining.<\/li>\n<li>R516 million for the Madlanga, Khampepe, and Nkabinde commissions of inquiry.<\/li>\n<\/ul>\n<p>Additional spending changes will fast-track the modernization program of SARS and bolster the Border Management Authority.<\/p>\n<p>Godongwana further revealed that the contingency reserve for South Africa has risen to R10 billion, aimed at addressing weather-related challenges.<\/p>\n<p>\u201cThe contingency reserve is set at R10 billion to address potential threats linked to the El Ni\u00f1o phenomenon and other risks,\u201d he explained.<\/p>\n<p>The adjustments also facilitate early retirement and voluntary exit options for public service personnel.<\/p>\n<p>\u201cThis initiative will revitalize the public service and yield annual savings of approximately R4.4 billion to alleviate the financial pressures on public sector employee compensation,\u201d Godongwana stated.<\/p>\n<p>Changes have also been made concerning care services for retired military personnel in South Africa.<\/p>\n<p>\u201cA Special Appropriation Bill encompasses funding for Parliament and for ongoing health care services for retired members of the South African National Defence Force,\u201d he added.<\/p>\n<p>During his address, Godongwana emphasized that the R45.5 billion spending increase occurred despite the financial hit from a reduction in the General Fuel Levy earlier this year.<\/p>\n<p>This levy was lowered by R3 per liter to shield consumers from steep price increases, resulting in an estimated R17 billion in lost tax
