New Trade Pact Unveiled: Ramaphosa and Mnangagwa Strengthen South Africa-Zimbabwe Ties

South Africa and Zimbabwe Forge Stronger Bonds with New Trade Agreement

President Cyril Ramaphosa and Zimbabwean President Emmerson Mnangagwa concluded the fourth South Africa-Zimbabwe Bi-National Commission in Pretoria, resulting in new agreements and memoranda of understanding designed to enhance economic collaboration between the two nations.

This significant development occurred on Friday, August 21, 2026, following a review of bilateral relations conducted by the two leaders and their ministerial teams at the OR Tambo Building.

Ramaphosa confirmed that agreements and memoranda were signed in the presence of both presidents, emphasizing the need to transition from mere political commitments to actual implementation.

The outcomes from this meeting represent a material progression from earlier discussions that took place this morning.

Trade Between South Africa and Zimbabwe Sees Significant Growth

Ramaphosa noted that bilateral trade has nearly doubled over the past four years, solidifying Zimbabwe’s status as one of South Africa’s major trading partners.

However, he recognized a notable trade imbalance, with South Africa exporting significantly more to Zimbabwe than it imports from its northern neighbor.

The two governments have agreed to focus future cooperation on not only increasing trade volumes but also establishing a more balanced commercial relationship.

Ramaphosa stated that tools such as a memorandum on economic cooperation should be utilized to minimize the trade deficit and enhance production capabilities on both sides of the border.

Key Opportunities in Mining, Energy, and Agriculture

The governments identified a wide array of sectors for potential collaboration.

These sectors include agriculture and agro-processing, energy, mining, transport, pharmaceuticals, water, tourism, finance, and digital technology.

Mining is expected to play a crucial role, given Zimbabwe’s substantial gold, platinum, and lithium resources, alongside South Africa’s push for greater mineral beneficiation and domestic processing.

Ramaphosa urged both nations to shift from merely exporting raw minerals to creating additional value and generating employment through regional processing of these resources.

This strategy aligns with broader Southern African initiatives aimed at establishing regional industrial value chains.

Emphasis on Beitbridge and Musina Collaboration

Border management has emerged as another priority for the two countries.

South Africa and Zimbabwe share one of the busiest land borders in the region, with a significant flow of people, commercial vehicles, and goods through Beitbridge each year.

Ramaphosa noted their commitment to enhancing the seamless and secure movement of people and goods while improving inter-agency coordination.

The presidents also emphasized the importance of water cooperation, citing an existing arrangement to supply water from Zimbabwe’s Beitbridge Water Works to Musina in Limpopo as an example of beneficial cross-border collaboration.

Focus on Combating Cross-Border Organized Crime

Security concerns were a major component of the bilateral agenda.

Ramaphosa announced plans for enhanced cooperation between South Africa and Zimbabwe to tackle cross-border and transnational organized crime.

Both countries face challenges such as smuggling, trafficking, illegal border crossings, and various forms of organized crime that span national borders.

This commitment may lead to better coordination among police forces, border management authorities, and security agencies.

Ramaphosa emphasized that safe communities and well-managed borders are crucial for achieving the broader economic goals of both nations.

Infrastructure Investment as a Catalyst for Growth

Infrastructure development was another major focus of discussions.

Ramaphosa highlighted the necessity for greater investment in roads, bridges, dams, airports, health facilities, and schools to spur regional trade and economic growth.

He pointed to institutions like the Development Bank of Southern Africa and the Industrial Development Corporation as potential funders of impactful infrastructure projects in Zimbabwe.

Improved infrastructure between both nations could strengthen regional transport networks and enhance connectivity among farms, factories, mines, and export markets.

Such developments would also support the implementation of the African Continental Free Trade Area.

Energy Cooperation Gains Importance

South Africa and Zimbabwe aim to enhance collaboration in electricity generation and regional energy trading.

Both countries participate in the Southern African Power Pool, enabling them to trade electricity across borders.

Ramaphosa advocated for leveraging the regional power system to develop cleaner, more affordable, and reliable energy solutions.

Enhancing energy security remains a critical issue for Southern Africa, necessitating increased investment in power generation and transmission infrastructure.

Discussions on Regional Conflicts

The discussions also addressed broader regional stability beyond bilateral economic concerns.

Ramaphosa expressed concerns over instability in regions such as the eastern Democratic Republic of Congo, Cabo Delgado in Mozambique, Madagascar, Sudan, South Sudan, and the Sahel.

He argued that increasing international instability underscores the importance of regional cooperation and peaceful conflict resolution.

South Africa congratulated Zimbabwe on its election to a non-permanent seat on the United Nations Security Council for the 2027-2028 term.

Implementation of Agreements is Key

The impact of Friday’s summit will ultimately depend on how effectively the corresponding commitments are put into action.

Ramaphosa acknowledged the existence of numerous bilateral agreements but stressed the need to turn these into tangible benefits for citizens.

He instructed ministers and senior officials to prioritize follow-up on projects emerging from the commission.

Additionally, the presidents are engaging with business leaders at the South Africa-Zimbabwe Business Forum in Midrand, where discussions will center on private investment and commercial partnerships.

Key opportunities for businesses are likely to arise in mining, agriculture, logistics, infrastructure, energy, and manufacturing sectors.

For ordinary citizens, crucial areas to monitor include border management, job creation, trade, and infrastructure development.

Overall, this commission marks a significant transition from diplomatic dialogue to a new phase focused on practical implementation between two of Southern Africa’s most intertwined economies.
