An independent Commission has determined that Manchester City is guilty of all charges associated with significant violations of the League’s financial regulations over a span of nine seasons.
The Commission’s conclusions pertain to the seasons from 2009/10 to 2017/18, representing a critical moment in the Premier League’s protracted case against the club.
Additionally, Manchester City was found to be largely guilty regarding their alleged lack of cooperation with the League’s investigation, with three of the four claimed breaches being upheld.
The Premier League noted that the Commission determined Manchester City had engaged in what it categorized as “sham” contracts with several commercial partners.
These agreements reportedly misrepresented the actual arrangements among the parties and were utilized to artificially enhance the club’s revenue and diminish its expenses.
Moreover, the Commission found that Manchester City submitted inaccurate financial statements and obscured the genuine state of their finances from auditors and football regulators.

As per its findings, the Commission determined the club significantly breached both the Premier League’s financial guidelines and UEFA’s regulations during the investigated timeframe.
The findings also pertain to Manchester City’s behavior during the Premier League’s investigation.
The Commission noted the club committed various breaches of its obligations to cooperate and act in good faith towards the League, with three out of four alleged charges being validated.
This verdict represents a key moment in an ongoing case that has spanned several years, although the process is not finished.
Manchester City is entitled to appeal the findings of the independent Commission, having until Friday, October 2, to do so.
The Premier League Board has expressed its intention for the entire process, including any appeal and the release of relevant decisions, to be completed as swiftly as possible.
Consequences will also need to be addressed following the Commission’s findings.
Currently, the Premier League has not specified what penalties Manchester City may encounter, leaving the potential sporting and financial repercussions of the ruling undetermined.
At this stage, the Commission’s ruling confirms that the charges against Manchester City have been upheld, while the club maintains its right to contest the findings via the appeal mechanism.
The upcoming phase will likely involve outlining sanctions and any additional implications resulting from the Commission’s ruling.
