Ramaphosa Addresses Madlanga Commission's Insights on Sibiya Case

President Cyril Ramaphosa has acknowledged the findings and suggestions outlined in the #MadlangaCommission’s second interim report, which names four individuals for potential disciplinary actions and criminal investigations.

The Judicial Commission of Inquiry into Criminality, Political Interference and Corruption in the Criminal Justice System, commonly referred to as the Madlanga Commission, presented the document on 29 May 2026. This report follows the initial interim report issued in December 2025, while the final report is anticipated on 16 November 2026.

A statement from the Presidency released on Thursday indicates that the second interim report reviews previous referrals regarding the South African Police Service and largely affirms them based on the testimonies provided by those involved. It also includes new recommendations stemming from evidence gathered since the beginning of 2026.

The commission has proposed disciplinary measures along with immediate investigations into alleged criminal activities, which may lead to prosecution if there is adequate evidence against:

· Lieutenant General Shadrack Sibiya (suspended deputy national police commissioner for crime detection)

· Witness G (a crime intelligence officer reportedly associated with Brown Mogotsi)

· Sergeant Fannie Nkosi (SAPS Sergeant)

· Brown Mogotsi (a businessman from North West and purported political fixer)

Additionally, the report urges the Office of the Inspector-General for Intelligence, or a suitable authority, to look into an alleged “off-the-books” Crime Intelligence operation involving Mogotsi and Witness G.

Established in July 2025, the Madlanga Commission was prompted by claims from KwaZulu-Natal Provincial Police Commissioner Lieutenant General Nhlanhla Mkhwanazi regarding the infiltration of a sophisticated criminal syndicate within the police, intelligence services, and other entities of the criminal justice system. The hearings have explored issues of political meddling, corruption associated with significant drug investigations, and the contentious disbandment of the Political Killings Task Team.

These latest referrals will contribute to the efforts of a specialized SAPS investigations task team formed following the initial interim report. The commission functions under guidelines that permit it to recommend urgent criminal investigations and decisions on prosecution.
