South African motorists set to benefit from a significant reform in driving licence validity
Cabinet has approved a substantial reform that will extend the validity period of specific driving licence cards from five to ten years. This announcement was made by Minister in the Presidency Khumbudzo Ntshavheni on 30 July 2026, following a Cabinet meeting.
For many drivers, this proposed change could lead to a reduction in licence renewals, alleviating administrative burdens and minimizing the disruptions caused by long queues at licensing offices.
However, immediate celebrations may be premature. The extension to a ten-year validity is not yet in effect and will be contingent on the completion of necessary regulatory adjustments.
Ten-year licence period will predominantly affect private drivers
The extension will apply to light motor vehicles and motorcycle licence categories, specifically codes A, A1, B, and EB.
These categories encompass the majority of private motorists currently required to renew their licences every five years.
Not all drivers will see changes. Licences for heavy commercial vehicles and public transport will maintain their existing renewal periods of either two or five years, depending on the type of licence.
Professional Driving Permits, or PrDPs, will continue to adhere to the current two-year renewal cycle.
Objective to alleviate strain on the licensing system
This reform stems from research conducted by the Road Traffic Management Corporation, which explored improvements to South Africa’s driving licence administration.
The government asserts that this extension will align with international standards while decreasing the number of motorists in need of annual renewals.
Transport Minister Barbara Creecy has endorsed the decision, indicating that it will help reduce the demand on the licensing system and enhance efficiencies within governmental services.
South Africa’s licensing centres have faced numerous hurdles, including excessive waiting times, system malfunctions, and backlogs in licence card production.
The government believes that fewer renewal applications could lessen the burden on already stressed administrative systems.
Regulatory changes needed before motorists can enjoy benefits
Despite Cabinet approval, motorists are not yet able to receive the ten-year driving licence cards.
This change requires modifications to Regulation 108 of the National Road Traffic Regulations, which must undergo the necessary legal processes, including public consultations and formal announcements in the Government Gazette.
Until these new regulations are formally established, drivers must continue to renew their licence cards under the existing five-year validity requirement.
Those whose licences expire prior to the changes will need to adhere to current renewal processes.
Following a prolonged discussion on licence renewals
This reform arrives after extensive discussions regarding South Africa’s driving licence system and repeated calls for modifications.
Previous proposals had suggested an eight-year licence validity, but Cabinet has opted for a more extensive ten-year term for eligible drivers.
The conversation gained traction as motorists expressed concerns about the financial burden of renewals, administrative delays, and issues stemming from licence card printing backlogs.
Civil society groups, such as AfriForum and the Organisation Undoing Tax Abuse (OUTA), have applauded the proposed reform, viewing it as a constructive improvement for countless South African drivers.
A substantial shift for daily motorists
If enacted, the ten-year validity extension would significantly alter how South Africans handle their driving licences.
For private drivers, this reform may reduce the frequency of visits to licensing centres, decrease administrative burdens, and create a more streamlined renewal process.
However, motorists must continue to observe the current regulations until the final legal steps are completed.
The government’s next task will be to ensure that the anticipated reform transitions from Cabinet approval to effective implementation without further delays.
